Re: Evaluation Reports - Lucent Technologies Inc. List 1S Round Cell

Explosions

Enclosed are Evaluation Reports on incidents of explosions of the Lucent

Technologies' List 1S Round Cell at two (2) non-nuclear customer sites.

These reports represent a follow-up to the Interim Reports submitted to

the Nuclear Regulatory Commission on March 13, 1997, consistent with the

requirements outlined in Part 21 of Title 10 of Chapter 1 of the Code of

Federal Regulations. These preliminary investigations of the explosions

indicated that improper procedures were followed.

Furthermore, the extensive evaluation concludes that there is not a

defect in the List 1S Round Cell Battery, nor is there a failure to

comply on the part of Lucent that could create a substantial safety

hazard. Lucent is hereby communicating to its nuclear customers that

they are to follow the safety guidelines as specified in the Round Cell

Product Manual Issue 1, August 1990.
