ACCESSION #: 9601190411 December 4, 1995 Re: Notification under 10 CFR Part 21 on Model 1154 Series H Sealed Reference Gage Transmitter, Range Code 9, Ambient Temperature Effect Specification Pursuant to 10CFR21 Paragraph 21.21(b), Rosemount Nuclear Instruments, Inc. (RNII) is writing to inform you that the Model 1154 Series H Sealed Reference Gage Transmitter, Range Code 9 does not meet one of the published ambient temperature effect specifications within two-sigma to a 95% confidence interval for all possible calibration ranges, (reference- RNII specification drawing 01154-2010 Rev. G, RNII Product Data Sheet; PDS4631 and RNII Instruction Manual; MAN4631). The Model 1154 Series H Sealed Reference Gage Transmitter is offered in Range Code 9 (Calibration Range 0-500 to 0-3000 psig) only. The Model is identified as 1154SH9. RNII has two published ambient temperature effect specifications applicable to all Model 1154 Series H transmitters. Both specifications are two sigma to a 95% confidence interval for the population of all 1154 Series H transmitters. The specifications are: A. "+/- (0.15% upper range limit + 0.35% Span) per 50 degrees F (27.8 degrees C) ambient temperature change between 40 degrees F (4.4 degrees C) and 130 degrees F (54.4 degrees C)." B. "+/- (0.75% upper range limit + 0.50% Span) per 100 degrees F (55.6 degrees C) ambient temperature change between 40 degrees F (4.4 degrees C) and 200 degrees F (93.3 degrees C)." RNII analysis has concluded that the Model 1154SH9 transmitter does not meet the 'A' ambient temperature effect specification for 50 degrees F (27.8 degrees C) changes for all possible calibrated ranges other than the standard calibration of 0 to 3000 psig. The Model 1154SH9 transmitter does meet the 'B' ambient temperature effect specification for all possible calibrated ranges. 10CFR21 Notification Model 1154SH9 Ambient Temperature Specification December 4, 1995 Page 2 of 5 1.0 Name and address of the individual providing the information: Mr. Mark Van Sloun Vice President & General Manager Rosemount Nuclear Instruments, Inc. 12001 Technology Drive Eden Prairie, MN 55344 2.0 Identification of items supplied: Only RNII Model 1154SH9 Sealed Reference Gage Pressure Transmitters using temperature effect specification 'A' which: 2.1 Are calibrated to a calibration range other than 0-3000 psig, or 2.2 Have changed an Amplifier Circuit Board (P/N's 01154-0001-0001, 01154-0045-0001, 01154-0021-0002 or 01154-0042-0001) where the transmitter was not re-tested to verify that ambient temperature effect specification 'A' was met. Model number 1154SH9 transmitters calibrated 0-3000 psig with original electronic packages are not affected by this notification. 3.0 Identification of firm supplying the item: Rosemount Nuclear Instruments, Inc. (successor to Rosemount, Inc.) 12001 Technology Drive Eden Prairie, MN 55344 10CFR21 Notification Model 1154SH9 Ambient Temperature Specification December 4, 1995 Page 3 of 5 4.0 Nature of the failure and potential safety hazard: This notification is issued to inform all users of Model 1154SH9 transmitters who are utilizing the ambient temperature effect specification for 50 degrees F (27.8 degrees C) changes between the ambient temperature range of 40 degrees F (4.4 degrees C) to 130 degrees F (54.4 degrees C) (identified as specification 'A') that the transmitter will not meet this specification within two-sigma to a 95% confidence interval if: 4.1 Calibrated range is other than 0-3000 psig, or 4.2 Amplifier Circuit Board has been changed since original shipment and not tested to the temperature effect specification. Only the model 1154SH9 transmitter is affected by this notification. RNII has analyzed the performance of Model 1154 Series H Differential Pressure Range Code 4 through 8 transmitters and have concluded these units meet all published ambient temperature effect specifications within two sigma to a 95% confidence interval for all possible calibrated ranges. (reference: RNII specification drawing 01154-2010 Rev. G, RNII Product Data Sheet; PDS4631 and RNII Instruction Manual; MAN4631). RNII does not have sufficient information to determine the safety impact related to plant applications. Licensees must determine the impact on plant operations and plant safety and take action as deemed necessary. 10CFR21 Notification Model 1154SH9 Ambient Temperature Specification December 4, 1995 Page 4 of 5 5.0 The corrective action which is taken, the name of the individual or organization responsible for that action and the length of time taken to complete that action: 5.1 RNII has revised the 1154SH9 two sigma 50 degrees F (27.8 degrees C) ambient temperature effect specification for all possible calibrated ranges, over the ambient temperature change between 40 degrees F (4.4 degrees C) and 130 degrees F (54.4 degrees C) as follows: Model 1154SH9 transmitters ambient temperature effect specification for all calibrated ranges other then 0-3000 psig: "+/- (0.25% upper range limit + 0.50% Span) per 50 degrees F (27.8 degrees C) ambient temperature change between 40 degrees F (4.4 degrees C) and 130 degrees F (54.4 degrees C)." 5.2 RNII has revised its Maintenance Recommendation: Interchanging Amplifier Circuit Boards is not recommended, if using the ambient temperature effect specification identified as 'A' 5.3 RNII will update PDS PDS4631, Instruction Manual MAN4631 and RNII specification drawing 01154-2010 within 90 days of this notification. A copy of the revised instruction manual will be mailed to you at this time. The revised specifications will be published as follows: Range Code 4 through 8 "+/- (0.15% upper range limit + 0.35% Span) per 50 degrees F (27.8 degrees C) ambient temperature change between 40 degrees F (4.4 degrees C) and 130 degrees F (54.4 degrees C)."
