                         10 CFR 21 NOTIFICATION

On January 26, 1995 at 1100, Florida Power Corporation (FPC) personnel at
Crystal River Unit 3 (CR-3) determined that, based on additional
information received from the vendor following receipt and acceptance,
constant voltage transformers (CVT) received for installation in a vital
bus inverter 1-B (VBIT 1B) did not meet the FPC purchase order
requirements.  It was determined that, the vendor (GE Nuclear) used an
incorrect acceptance criteria on the qualification test report and the
acceptance criteria used was not met by the CVTs.

Having found this discrepancy, FPC personnel reviewed similar test
reports accompanying CVTs which were received earlier and installed in
vital bus inverter 1-D (VBIT-1D) in December 1994.  The acceptance
criteria used in this instance was likewise incorrect.

FPC has contacted the vendor and continues to seek a resolution of this
matter with the vendor, and will submit a complete report to the NRC
within 30 days in accordance with 10 CFR 21.

PART 21 ON CONSTANT VOLTAGE TRANSFORMERS FOR VITAL BUS INVERTERS
NOT
MEETING ACCEPTANCE CRITERIA.

ON JANUARY 26, 1995 AT 1100 EST, FLORIDA POWER CORPORATION (FPC:
PERSONNEL AT CRYSTAL RIVER UNIT 3 (CR-3) DETERMINED THAT, BASED ON
ADDITIONAL INFORMATION RECEIVED FROM THE VENDOR FOLLOWING RECEIPT
AND
ACCEPTANCE, CONSTANT VOLTAGE TRANSFORMERS (CVT) RECEIVED FOR
INSTALLATION
IN A VITAL BUS INVERTER 1-B (VBIT 1B) DID NOT MEET THE FPC PURCHASE
ORDER
REQUIREMENTS.  IT WAS DETERMINED THAT THE VENDOR (GE NUCLEAR) USED
AN
INCORRECT ACCEPTANCE CRITERIA ON THE QUALIFICATION TEST REPORT AND
THE
ACCEPTANCE CRITERIA USED WAS NOT MET BY THE CVT's.

HAVING FOUND THIS DISCREPANCY, FPC PERSONNEL REVIEWED SIMILAR TEST
REPORTS ACCOMPANYING CVTs WHICH WERE RECEIVED EARLIER AND
INSTALLED IN
VITAL BUS INVERTER 1-D (VBIT 1D) IN DECEMBER 1994.  THE ACCEPTANCE
CRITERIA USED IN THIS INSTANCE WAS LIKEWISE INCORRECT.

FPC HAS CONTACTED THE VENDOR AND CONTINUES TO SEEK A RESOLUTION OF
THIS
MATTER WITH THE VENDOR, AND WILL SUBMIT A COMPLETE REPORT TO THE
NRC
WITHIN 30 DAYS IN ACCORDANCE WITH 10CFR21.  THE LICENSEE HAS DECLARED
INVERTER "VBIT-1D" TECHNICALLY INOPERABLE IN ACCORDANCE WITH TECH
SPECS,
HOWEVER THE INVERTER REMAINS OPERATING AND CONTINUES TO FUNCTION
PROPERLY.  A BACKUP TRANSFORMER REMAINS AVAILABLE VIA AN ABT
SHOULD
PROBLEMS WITH THE INVERTER OCCUR.
