Subject: DAVIS-BESSE MODE 5 ENTRY                                        

Discussion:

On March 12, 2003, at 3:12 p.m. (ET), the plant entered Mode 5 (Cold     
Shutdown) when the new reactor vessel head, obtained from the canceled   
Midland plant, was tensioned onto the reactor vessel. Significant work   
remains until the plant is scheduled to enter Mode 4 (Hot Shutdown).
