The liner was punched and 4.41 gallons of water was drained. The allowable amount of free standing water for this waste volume was 2.78 gallons, i.e., 1% of the waste volume. The liner contained wet filters removed from the reactor vessel cavity and small bags of dry active waste (DAW). Although the waste had been loaded and dewatered in accordance with the Haddam Neck Process Control Program and approved procedures, small amounts of water had not drained completely from the voids around the bags of DAW. The liner was ultimately accepted by the disposal site contractor and buried that afternoon. The licensee initiated a corrective action report and on April 12, notified the Region I office as a courtesy. Regional Action: An NRC inspector was at the Haddam Neck site the week of April 16, 2001, and reviewed with cognizant licensee representatives the cause and corrective actions for this occurrence. In addition, the NRC inspector informed the licensee of the applicability. 10 CFR Part 61.56 waste characteristics requirements. Enforcement action will be taken as warranted.
