Subject: STAND-DOWN AT HADDAM NECK TO IMPROVE WORKER AWARENESS

Discussion:

On February 2, 2000, Bechtel, the Decommissioning Operations Contractor
for the Haddam Neck facility, stopped decommissioning work activities
controlled by radiation work permits to conduct a review of work
practices.  The work stoppage was in response to four incidents in the
last few days in which workers proceeded with decommissioning activities
before appropriate health physics clearances had been received. The
licensee stated that this equipment removal work was not conducted
consistent with management expectations.  Although most of these
incidents are of minor safety significance, one event caused an unplanned
uptake of radioactive material resulting in a very low internal exposure
to one individual.  As of today (February 3) Bechtel has conducted an all
hands meeting to review the work practices and has conducted feedback
sessions with its foremen and work crews.  Work will not resume until
worker feedback is evaluated and Bechtel has developed a corrective
action plan.  Connecticut Yankee management will review the corrective
action plan prior to authorizing resumption of work activities.   Most
work is anticipated to resume by next week.

The licensee provided a courtesy notification to the NRC and also plans
to highlight their actions in their daily newsletter.  NRC informed the
State of Connecticut.  A State representative was present onsite and
observed the licensee's initial response to the internal contamination
incident.

Regional Action:

NRC will review this matter as part of its routine inspection program
scheduled for next week.

Subject: MANAGEMENT CHANGES AT SOUTHERN NUCLEAR OPERATING COMPANY, INC.

Discussion:

Southern Nuclear Operating Company, Inc. (SNC) announced the following
management changes at Plant Vogtle:  Steve Chesnut, Assistant General
Manager, Operations, has been selected for a position, as a loaned
employee to the Institute of Nuclear Power Operations. George Frederick,
Manager, Operations, will replace Mr. Chesnut as Assistant General
Manager, Operations.  Sonny Bargeron, Unit 2 Superintendent, will replace
Mr. Frederick as Manager, Operations.

These changes were effective on January 22, 2000.
