Subject: COMPLETION OF CLINTON POWER STATION SALE FROM ILLINOIS POWER
         COMPANY TO AMERGEN ENERGY COMPANY; NEW SITE VICE PRESIDENT NAMED


Discussion:

Effective at 12:01 a.m. on December 15, 1999, the sale of Clinton Power
Station from Illinois Power Company to AmerGen Energy Company was
completed. Michael T. Coyle was named Vice President, Clinton, and will
be in charge of the plant. Mr. Coyle was previously Assistant Vice
President, Clinton, and succeeds Mr. Jack McElwain, who moved to a Vice
President position at the Nine Mile Point nuclear plant in New York.
