Subject: MANAGEMENT CHANGES

Discussion:

Mr. Dave Amerine, Vice President of Engineering Services, announced that
he would be leaving Millstone to accept a new position as Chief Operating
Officer at Morris-Knudson Westinghouse Government Services. Mr. Ray
Necci, Vice President of Nuclear Oversight and Regulatory Affairs, will
succeed Mr. Amerine. Mr. Steve Scace, Director of Nuclear Oversight, will
add Regulatory Affairs to his responsibilities, and become the Director
of Nuclear Oversight and Regulatory Affairs.

Subject: RESTART SCHEDULE CHANGES AT DC COOK

Discussion:

The licensee announced today the following revised dates for Unit 2
return to power. Core re-load will begin February 11, 2000. The licensee
plans to take the unit critical on March 10, 2000. The licensee
anticipates that full power will be achieved on March 20, 2000.
Contributing to the approximate 1 month delay in the unit restart
schedule were delays in the completion of several modifications,
motor-operated valve testing and repair, and bulk work activities.
