Subject: STARTUP FROM REFUELING OUTAGE

Discussion:

On February 25, 1999, San Onofre Unit 2 restarted and connected to the
grid after completing a 54 day outage.  Major work activities completed
during the 2R10 refueling outage included refueling; replacing the low
pressure turbines; steam generator eddy current testing, sleeving and
plugging; relining the diesel generator fuel oil storage tanks; and
modifying the component cooling water noncritical loop isolation valves,
which ensured that the safety-related design flows could be maintained.
The licensee implemented a reactor coolant temperature reduction in order
to aid in preserving the life of the steam generator tubes.

Regional Action:

The resident inspectors will monitor the licensee activities.
