Subject: ANNOUNCEMENT OF J.P. MCELWAIN AS NEW CHIEF NUCLEAR OFFICER

Discussion:

Illinois Power Chairman Charles E. Bayless named John P. McElwain as
Chief Nuclear Officer for Illinois Power. Mr. McElwain succeeded Mr.
Walter G. MacFarland as the leader of the management team contracted from
PECO Nuclear. Mr. McElwain assumed the duties as Chief Nuclear Officer
effective January 5, 1999.
