Due to a lapse in appropriations, the NRC has ceased normal operations. However, excepted and exempted activities necessary to maintain critical health and safety functions—as well as essential progress on designated critical activities, including those specified in Executive Order 14300—will continue, consistent with the OMB-Approved NRC Lapse Plan.

+------------------------------------------------------------------------------+
ESF ACTUATION - OUTBOARD RECIRC SAMPLE VALVE CLOSED

During performance of Main Steam Isolation Valve Functional Test
0255-07-IA-2, the outboard recirc sample valve CV-2791 closed due to
activation of a Group I isolation signal. The procedure step de-energized
the DC power to verify that the outboard main steam isolation valves would
remain open with AC power. However, the procedure did not recognize that
the other Group I outboard valves would close when DC power was
interrupted.

The licensee will notify the NRC resident inspector.
