| The licensee is retracting this event notification.  After further review of |
| this event, Regulatory Guide 562, and Generic Letter 91-03, the licensee     |
| determined that this event was loggable and not reportable because there was |
| no safety significance to the event and because the licensee compensated for |
| the event.                                                                   |
|                                                                              |
| The licensee notified the NRC Region 3 office (Terry Madeda) and plans to    |
| notify the NRC resident inspector.  The NRC operations officer notified the  |
| R3DO (Ring).                                                                 |

| SHUTDOWN COOLING INOPERABLE WHILE IN MODE ONE                                |
|                                                                              |
| The logic for the Shutdown Cooling System would have prevented placing       |
| Shutdown Cooling in service.  Although Shutdown Cooling is not currently     |
| required in mode 1, the logic is required.  A component had high resistance  |
| which generated a signal like an actual high temperature condition.  This    |
| condition would have prevented placing Shutdown Cooling in service.   The    |
| high resistance is believed to have been caused by dirty contacts.           |
|                                                                              |
| The problem has been corrected, and the components are being retested.       |
|                                                                              |
| The licensee notified the NRC resident inspector.                            |

| AGREEMENT STATE REPORT - STOLEN MOISTURE DENSITY GAUGE                       |
|                                                                              |
| A Troxler nuclear gauge (Model 3430, Serial No. 26619) with the following    |
| sources: Cs-137, S/N: 75-8687, nominal activity 8 millicuries, and           |
| Am-241:Be, S/N: 47-23085, nominal activity 40 millicuries, was stolen from   |
| the Dallas, Texas, area during the hours of darkness December 15-16, 1999.   |
| A police report has been filed.  The gauge was stolen from the back of a     |
| Licensee's pickup truck by cutting the security chain. The gauge has not     |
| been recovered.                                                              |
|                                                                              |
| A verbal report has also been filed with the NRC Regional Office. Delay in   |
| notification has been due to delays within this headquarters. Surrounding    |
| states and Mexico have also been notified of this theft.                     |
