Introduction

The U.S. Nuclear Regulatory Commission (NRC) staff has defined subsequent license renewal (SLR) to be the period of extended operation from 60 years to 80 years.

Safety Review

For the safety review, the Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report is the NRC staff's generic evaluation of plant aging management programs and provides guidance for SLR applicants. The GALL-SLR Report establishes the technical basis for the adequacy of applicant aging management programs that are found to be consistent with its guidance.

The Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants (SRP-SLR) provides guidance to NRC staff reviewers in the review of a subsequent license renewal application (SLRA). The SRP-SLR assists reviewers in verifying that the applicant has met the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants." The SRP-SLR ensures the quality and uniformity of NRC staff reviews and establishes a well-defined base from which to evaluate applicant programs and activities for the subsequent period of extended operation.

The GALL-SLR Report and SRP-SLR were issued as NUREG-2192 and NUREG-2191, respectively, in July 2017.

Environmental Review

For the environmental review, in accordance with 10 CFR 51.95(c), the NRC staff documents its environmental review of each SLRA and publishes it as a plant-specific supplement to NUREG‑1437, “Generic Environmental Impact Statement for License Renewal of Nuclear Power Plants” (License Renewal GEIS, or LR GEIS).

On February 24, 2022, the Commission issued three memoranda and orders that addressed the NRC staff’s environmental reviews in SLR proceedings: CLI 22 02, CLI-22-03, and CLI-22-04. In these decisions, the Commission concluded that the 2013 LR GEIS, on which the NRC staff had relied, in part, to meet its obligations under 10 CFR Part 51 and National Environmental Policy Act for the environmental reviews for the affected nuclear power plant SLRAs, did not consider SLR:

  • Turkey Point, Units 3 and 4;
  • Peach Bottom, Units 2 and 3;
  • North Anna, Units 1 and 2;
  • Point Beach, Units 1 and 2;
  • Oconee Units, 1, 2, and 3; and
  • St. Lucie, Units, 1 and 2.

The plant-specific pages provide additional detail on the affected environmental reviews and its corresponding revised review schedules. In August 2024, the staff issued NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants," Revision 2, Volumes 1-3 (ML24086A526, ML24086A527, and ML24086A528) to fully account for one term of SLR.
