2023Q2 Construction Action Matrix Summary and Current Regulatory Oversight

The construction assessment program collects information from inspections in order to enable the agency to arrive at objective conclusions about the licensee's safety performance. Based on this information, the NRC determines the appropriate level of agency response, including supplemental inspections and pertinent regulatory actions ranging from management meetings up to and including an order to stop work. The Construction Action Matrix Summary and Current Regulatory Oversight Table listed below reflects the construction action matrix column designation and current regulatory oversight based on overall plant performance and is updated regularly to reflect inputs from the most recent inspection findings.

For those plants that are in the Regulatory Response Column, Degraded Cornerstone Column, Multiple/Repetitive Degraded Cornerstone Column or Unacceptable Performance Column of the Construction Action Matrix, notes are provided to explain the assessment inputs that direct the associated regulatory response. Additionally, information on the current level of inspection at each reactor unit (based on deviations from the Construction Action Matrix, supplemental inspection status, etc.) is also found below. For any licensee in the Licensee Response Column, the expected agency inspection is the baseline program.

Construction Action Matrix Summary and Current Regulatory Oversight Table

On July 31, 2017, South Carolina Electric & Gas Company (SCE&G) announced that it had stopped construction of V.C. Summer Units 2 and 3, as documented in a letter dated August 17, 2017.

The NRC ceased inspection and Construction Reactor Oversight Process activities for V.C. Summer Units 2 and 3 after the July 31 announcement. This page contains information related to V.C. Summer Units 2 and 3 inspection and Construction Reactor Oversight Process activities completed prior to July 31, 2017.
