UNAUTHORIZED ACCESS TO VITAL AREA
Nuclear Facilities Group personnel tailgated into a vital area. Immediate compensatory measures taken upon discovery.
Licensee notified NRC Resident Inspector and will be notifying Pennsylvania Emergency Management Agency.

Further review of this event by the licensee has determined that the entry into the vital area is not reportable per the guidance in NUREG-1304 item 2.4.11.a and Generic Letter 91-03 enclosure 1. Entry into the vital area was not made with malevolent intent and the individual had a level of security screening that would have qualified him for access to the area.
The licensee notified the NRC Resident Inspector. Notified R1 DO (B. McDermott).

An unauthorized entry into the protected area occurred by a contract employee. Immediate compensatory measures were taken upon discovery. The licensee has notified the NRC Resident Inspector. Contact the HOO for additional details.
