REACTOR SCRAMMED DURING WEEKLY TURBINE SURVEILLANCE TESTING
While performing the oil trip test portion of the turbine weekly surveillance the reactor scrammed. All rods fully inserted into the core. No Safety Relief valves opened. Steam is being dumped to the main condenser via the turbine bypass valves. The Emergency Diesel Generators and the Emergency Core Cooling Systems are fully operable if needed. The licensee is investigating the root cause of the reactor scram.
The NRC Resident Inspector was notified of this event by the licensee.

UNUSUAL EVENT DECLARED DUE TO 10 TON CARBON DIOXIDE TANK DISCHARGING. EMERGENCY ACTION LEVEL 9.4.1.b (RELEASE OF TOXIC OR FLAMMABLE GASES DEEMED DETRIMENTAL TO SAFE OPERATION OF THE PLANT) ENTERED.
An instrument line on a 10 Ton Carbon Dioxide tank broke off causing the tank to discharge into the 10 Ton Carbon Dioxide storage area which is located at the 84 foot level in the Auxiliary Building. Nobody was in the area when the instrument line broke. Personnel entered the room wearing Self-Contained Breathing Apparatus (SCBA) and isolated the leak. Nobody was injured by the incident. Oxygen level in the 10 Ton Carbon Dioxide storage area was back to normal by 0314 ET. At this time only the access to the Diesel Fuel Oil Storage Tank Area is restricted (have to pass through the Carbon Dioxide Storage Area to get to the Diesel Fuel Oil Storage Tank Area). The Emergency Diesel Generators are fully operable. The Licensee is investigating the incident at this time.
The Licensee notified Lower Alloways Creek Township, State of New Jersey and the State of Delaware of this event. The NRC Resident Inspector will be notified of this event by the licensee.

Unusual Event exited at 0541ET after Oxygen levels in adjacent rooms found acceptable. Accountability of all plant person completed and there were no personnel injuries. The instrument line to the 10 Ton Carbon Dioxide Tank has been repaired.
The licensee notified Lower Alloways Creek Township, State of New Jersey , State of Delaware and the NRC Resident Inspector that the Unusual Event had been exited.
NRC R1DO (Cliff Anderson), FEMA (Canupp), NRR EO (Hannon) and IRO Manager (Joe Giitter) notified of the termination of the Unusual Event.
