Office of Nuclear Reactor Regulation

The Office of Nuclear Reactor Regulation (NRR) will include functions such as operating reactor license renewals and amendments and the licensing program for nonpower reactors. NRR will also expand to include most of the functions currently performed by the Office of Nuclear Security and Incident Response (NSIR) that are not related to oversight. This will ensure continued close coordination between related programs, while establishing direct accountability for these programs at the business line level. Oversight and operator licensing for nonpower reactors will also be part of NRR.

The Center of Expertise model for environmental reviews will be dissolved, and resources will be distributed across NRR, OAR, and NMSS, according to workload. NRR will lead the cross cutting programmatic aspects of environmental reviews (e.g., policy development). This will ensure better integration of environmental reviews with the projects they support and better establish accountability for performance on key licensing actions.
