Office of the Chief Nuclear Reactor Inspector
The Office of the Chief Nuclear Reactor Inspector (CNRI) will be formed to lead implementation of operating reactor business line oversight functions. The portions of all four regional offices that perform operating reactor safety and security inspections and operator licensing will report to the CNRI Director. Vendor inspection and inspection support functions such as reactor inspection program management, operating experience, enforcement, and allegations will be part of CNRI.
The four Regional Administrators will report to the CNRI Director. The span of control for the Regional Administrators will only include reactor oversight, allowing routine reactor oversight decisions to still be made regionally while funneling higher level decisions to the CNRI Director to ensure consistency across the reactor oversight program. The CNRI Director will coordinate closely with the NRR Director to ensure uniformity in the vision and operation of the operating reactor business line, with particular focus on ensuring effective partnership between licensing and oversight functions.
Enforcement and allegations staff will move from the Office of Enforcement (OE) to NMSS and CNRI with programmatic oversight provided by CNRI. While this may reduce some efficiencies of maintaining a centralized OE, strong oversight will help maintain consistency, and distributing these functions is expected to strengthen collaboration between licensing, inspection, and enforcement in each business line. Management of the differing views program will also be moved from OE to CNRI.
The investigations function currently housed in the Office of Investigations (OI) will become a division within CNRI. Given that approximately 70 percent of OI’s efforts are in the reactor program, OI will report to the CNRI Director, with OI providing services to NRR, NMSS, and OAR.
