Construction Assessment Reports/Inspection Plans

A construction assessment program for plants being constructed under the 10 CFR Part 52 licensing process was developed by NRO through interactions with its stakeholders. Details regarding implementation of the construction assessment program are contained in IMC 2505, "Periodic Assessment of Construction Inspection Program Results," which was initially issued on October 20, 2008. The IMC 2505 construction assessment program required the NRC to conduct a semiannual performance review (SPR) every six months once significant construction activities began at a site. The NRC implemented the IMC 2505 construction assessment program at Vogtle Electric Generating Plant Units 3 and 4 on July 1, 2010 and subsequently conducted three SPRs for Vogtle Units 3 and 4. The SPR letters are available in the table below. The NRC implemented its construction inspection program at Virgil C. Summer Units 2 and 3 on January 1, 2012. The NRC recently developed revised cROP assessment and enforcement programs. The NRC began a yearlong pilot of the revised assessment and enforcement programs at Vogtle Units 3 and 4 on January 1, 2012 and at Summer Units 2 and 3 on March 30, 2012. As part of the new assessment and enforcement programs, the NRC transitioned to an annual assessment cycle and will no longer conduct semiannual performance reviews. The annual assessment cycle consists of a mid-cycle review for the period of January 1, 2012 through June 30, 2012, and an end-of-cycle review for the period of January 1, 2012 through December 31, 2012.
