Russ Felts has served as the Deputy Director in the Division of Risk Assessment, Office of Nuclear Reactor Regulation since June of 2017.
Mr. Felts joined the U.S. Nuclear Regulatory Commission (NRC) in 2006 as a Security Risk Analyst in Office of Nuclear Security and Incident Response (NSIR). He served in several positions in NSIR including Force-on-Force Inspection Team Leader; Chief, Reactor Security Licensing Branch; and Deputy Director, Cyber Security Directorate. In November 2016, Mr. Felts was selected for the Senior Executive Service (SES) position of Deputy Director, Division of Security Policy, NSIR, which was shortly thereafter combined with the Cyber Security Directorate to form the Division of Physical and Cyber Security Policy. Before joining the NRC, Mr. Felts was an analyst supporting Department of Homeland Security activities associated with power reactors. Previously, he was an officer in the U. S. Navy serving in submarines and as a physics instructor at the U. S. Naval Academy. Mr. Felts received a bachelor’s degree in physics from Towson University and a master’s degree in engineering management from Old Dominion University.
