W20  The Metamorphosis to a More Risk-Informed Regulator

Unlike the abrupt transformation of the salesman in Franz Kafka’s Metamorphosis, the NRC’s transformation from a primarily deterministic focus to one that incorporates risk insights has been slow, with challenges along the way. This panel will examine some of the historical factors that have contributed to the deterministic paradigm, discuss some of the steps that the NRC has taken to change the paradigm, and discuss what needs to be done to ensure that the future focus of the NRC appropriately leverages risk insights. An international guest speaker (from the United Kingdom or Canada) will discuss how his or her organization was able to successfully change the paradigm within its regulatory body.
