Low-Level Radioactive Waste Disposal: Updates for 10 CFR Part 61

This poster focuses on updates to the U.S. Nuclear Regulatory Commission’s (NRC’s) regulations in Title 10 of the Code of Federal Regulations (10 CFR) Part 61, “Licensing Requirements for Land Disposal of Radioactive Waste,” for low-level radioactive waste disposal and the related guidance in NUREG 2175, “Guidance for Conducting Technical Analyses for 10 CFR Part 61”. The staff developed the proposed rule and guidance in accordance with Staff Requirements Memorandum (SRM) SECY 13 0075, “Proposed Rule: Low Level Radioactive Waste Disposal (10 CFR Part 61),” dated February 12, 2014 (Agency wide Documents Access and Management System (ADAMS) Accession No. ML14043A371). After conducting extensive public outreach on the proposed rule (issued March 2015), including seven public meetings and an extended public comment period, the NRC staff incorporated stakeholder input into the draft final rule, which was submitted to the Commission in September 2016. The staff made major changes in the draft final rule with regard to (1) the duration of the compliance period, (2) the requirements for demonstrating defense in depth, (3) clarification of inadvertent intruder assessment exposure scenario requirements, (4) streamlining of some details from the rule into the guidance (final NUREG 2175), and (5) Agreement State compatibility designations.
