Philip R. Mahowald

Phil Mahowald has served as in-house and outside counsel for Indian tribes for more than seventeen years, including more than ten years as general counsel for the Prairie Island Indian Community.  Mr. Mahowald has worked with tribes to protect their public health, safety, land and cultural, historic and natural resources.  He has represented tribes in government-to-government consultations, hearings, rulemaking, facility licensing and litigation in tribal, state and federal venues, including facility licensing and adjudicatory proceedings before the Nuclear Regulatory Commission and the Atomic Safety & Licensing Board Panel.  Mr. Mahowald received his Bachelor's Degree in Government from Harvard University and his J.D. from the University of South Dakota.  Phil clerked for the Honorable John B. Jones, Senior U.S. District Judge for the District of South Dakota.
