TH21  Applying Risk Consideration in a Graded Approach for Regulating Spent Fuel Storage

The NRC Office of Nuclear Material Safety and Safeguards, Division of Spent Fuel Management, is working to improve the regulatory activities for dry cask storage. As shown in existing probabilistic risk assessment studies, the risk associated with dry cask storage is very low. The NRC is developing a graded approach to improve the dry cask storage regulatory process while maintaining safety and security and ensuring that the associated regulatory requirements are met. Development of this approach will include consideration of safety functions and defense in depth.
