Lingquan Guo

Mr Guo Lingquan has more than 20 years working experience in the nuclear safety area including experience in nuclear industry and the regulatory body in China. Before joining the IAEA, he worked 4 years for the Permanent Mission of China to the IAEA, responsible for responsible for the nuclear safety, nuclear energy and nuclear application. During the last 10 years in the IAEA, Mr Guo developed and maintained partnerships and interaction with UN organization, Donors and grants official.  He has a broad experience in human and financial resource management, programme planning and organizational development. Mr Guo is the scientific secretary for the Global Nuclear Safety and Security Network-GNSSN and 4 regional networks. He is also the scientific secretary for several international meetings and conferences.

  • 1984-1988—Graduated from Shanghai Jiaotong University, His Major is Nuclear Reactor Engineering
  • 1988 to 1992—Engineer, Institute of Nuclear Industrial Standardization
  • 1992 to 1998—Project Manager in Chinese Regulatory Authority, namely National Nuclear Safety Administration (NNSA), in three areas: development of regulations and guides; management and licensing for NPPs; and international cooperation
  • 1998 to 2002—Chinese Permanent Mission to IAEA, in charge of nuclear safety, nuclear energy and nuclear application
  • 2002 to 2005—Director, Division of International Cooperation on Nuclear Safety, NNSA
  • From 2005—Head of Knowledge Networks Unit, Safety and Security Coordination Section, Nuclear Safety and Security Department, IAEA
  • From 2016—Section Head, Network Management and Partnership Section, Office of Safety and Security Coordination, Nuclear Safety and Security Department, IAEA
