United States Nuclear Regulatory Commission - Protecting People and the Environment

Marc Leblanc

Member of the Barreau du Québec since 1982 and with more than 30 years of experience in the public service in the areas of administrative and business law, Marc Leblanc is the Secretary of the Canadian Nuclear Safety Commission (CNSC) since October 2001.  He is a member of the Executive Committee, Management Committee and Audit Committee of the CNSC.  He is the Official Languages Champion as well as the Informal Conflict Management System Champion.  He currently is on the Board of Directors and the Executive Committee (Treasurer) of the Council of Canadian Administrative Tribunals (CCAT).

He previously occupied legislative policy and senior management positions at Industry Canada.  His last position at Industry Canada was as Director, Incorporation and Disclosure Services Branch, Corporations Canada where he received a Silver Medal as part of the GTEC Distinction Awards for having successfully completed one of the first e-commerce projects in the public service in Canada.  His key motivation is and has always been continuing improvement to services.

He has received a Bachelors of Law (LL.L) and a Graduate Studies Diploma (Dipl.E.S.D.) from the University of Ottawa, for which he obtained the Prix de l’Ambassade de France.  He has successfully completed the Canadian Securities Course and participated in the first masters program in Electronic Commerce of Dalhousie University.  He has been teaching corporate and securities law at the Faculty of Law (droit civil) of the University of Ottawa for the past 20+ years. He has also been very involved with the École du Barreau du Québec (Québec’s Law Society) in the business law sector for more than 15 years.
