James E. Lyons
Jim Lyons is the Director of the Division of Nuclear Installation Safety at the International Atomic Energy Agency in Vienna, Austria.
The Division of Nuclear Installation Safety is responsible for the development of the IAEA safety standards relevant to nuclear installation safety. In addition, the division provides advisory and peer review services that are directly related to the areas addressed by the safety standards, such as the operation, design and siting of nuclear power plants, governmental organization, research reactors and fuel cycle facilities. The division is responsible for the secretariat of the Convention on Nuclear Safety and is a major contributor to training and capacity building activities performed by the IAEA for countries embarking on nuclear power or expanding their existing fleet.
Jim started at the IAEA on 1 March 2011, and was a key contributor to the IAEA’s response to the Fukushima Daiichi accident. Prior to joining the IAEA, Jim had a 29-year career at the US Nuclear Regulatory Commission, retiring as the Deputy Director of the Office of Nuclear Regulatory Research.
