TH35  Reactor Oversight Process Enhancements

Purpose—To discuss the results of a recent Commission-directed Independent Review of the Reactor Oversight Process (ROP) and ROP program enhancements and perspectives.

Focus Area—ROP Independent Review

The Commission-directed independent review of the Reactor Oversight Program’s objectives and implementation, including:

  • the relative roles of headquarters and regional staff
  • our interactions with industry over performance indicator assessments
  • the effectiveness of NRC’s assessment of substantive cross-cutting issues

ROP Program Enhancements and Perspectives

The goal of the ROP Enhancement Project is to take a fresh look at the ROP in the broad areas of Baseline Inspection Program, Assessment, and Communications to address the following questions:

  • 1. Is the ROP helping us achieve what we need to achieve as a regulator?
  • 2. Is the ROP adequate for the current environment?
  • 3. What is the nexus between the ROP and industry safety performance?
  • 4. What is working? What is not? What should be improved?

Take-Away-Messages—The ROP is a dynamic process. The staff continues to conduct self-assessments to ensure that the ROP supports the principles of good regulation.
