Kathy Halvey Gibson

Ms. Kathy Halvey Gibson is the Director, Division of Systems Analysis (DSA), Office of Nuclear Regulatory Research (RES). She joined the NRC in 1986 as a Reactor Engineer in Region I, and later served as a Resident and Senior Resident Inspector at the Salem and Hope Creek Nuclear Power Plants. From 1990 to 1999, she served as a Reactor Technology Instructor, Section Chief, and Chief of the Reactor Technology Training Branch at the NRC’s Technical Training Center. In 1999, Ms. Gibson transferred to Headquarters as the Assistant for Technical Training in the Office of Human Resources (HR). From 2000 to 2004, she served as Chief, Emergency Preparedness and Health Effects Section, Division of Inspection Program Management, NRR. In 2004, she was selected as Associate Director for Training and Development, HR, and in 2008 was appointed Deputy Director, DSA, RES. Ms. Gibson received a B.S. degree in Chemistry from Indiana University of Pennsylvania and completed graduate work in Nuclear Science and Engineering at Carnegie-Mellon University. She also has a Master of Public Administration degree from American University. Ms. Gibson is a 2002 recipient of the NRC Meritorious Service Award.
