Thomas Houghton

Thomas C. Houghton is Director, Safety-Focused Regulation at the Nuclear Energy Institute and is responsible for leading industry activities in the areas of the NRC Reactor Oversight Process, the industry nuclear safety culture initiative, and the development of a new plant construction oversight process. Mr. Houghton has been with NEI for ten years. His previous assignments included managing the initial development and implementation of the Reactor Oversight Process, and addressing security, quality assurance, infrastructure and financial issues for new plant deployment. He also served as the Deputy to the Chief Nuclear Officer and Director, Strategic Regulatory Programs. Prior to joining NEI, Mr. Houghton was co-owner of H&P, Inc., a management and engineering company which provided services to commercial nuclear power plants and government laboratories. His work included developing and implementing recovery plans for plants on the NRC’s watchlist, and assisting them in process improvements, resource planning, and organization development. Mr. Houghton has over forty years experience in nuclear power. He served eleven years in the nuclear navy and qualified as Chief Engineer. He retired as a Captain in the U.S. Naval Reserve. He also served as a licensing project manager at the U.S. Nuclear Regulatory Commission. He graduated with distinction from the United States Naval Academy in 1968. He holds a Master of Management Science from the Naval Postgraduate School and an MBA in Finance from the George Washington University, where he has additional extensive graduate study in the area of organization behavior and dynamics.
