2.0 Site Status Summary

ADCO Services, Inc., 17650 Duvan Drive, Tinley Park, IL 60477 (ADCO), was a low-level radioactive waste (LLRW) broker. The facility, located in an industrial park, is an 11,240 square foot (not including class 3 areas) monolithic building consisting of offices, warehouses, records storage, a carcass freezer, and a small counting laboratory. The outside of the building is mainly a black topped driveway/parking lot and a small grassed front lawn. ADCO placed Conex boxes on the back parking lot for storage. As a LLRW broker ADCO was specifically licensed to possess NARM, source material, by-product material, special nuclear material, and any radionuclide as a sealed source.

In September 2013, the IEMA released a Request For Proposal (RFP) seeking contractors for LLRW disposal and decommissioning of the ADCO facility. The RFP was broken into two tasks, Task 1 was for the disposal of LLRW stored at the facility and Task 2 was for decommissioning of the facility. As the RFP process was taking place and before a waste broker contract could be awarded for Task 1, IEMA became concerned about the financial viability of ADCO and worried that the electricity to the freezer used to preserve animal carcasses may be shut off resulting in a biohazard issue. As such, an emergency contract was issued to Bionomics Inc. (Bionomics), a waste broker, to dispose of the carcasses. Bionomics delivered the carcasses to Energy Solutions for incineration.

Task 2 work onsite began in May 2014 and ended in July 2014. In all, approximately 10,000 lbs. of LLRW waste was derived from decommissioning activities. DDES subcontracted Bionomics as its LLRW broker. As of July 2014, all the LLRW waste has been shipped for disposal at various licensed sites. The removal of waste effectively ended Task 2 on-site activities for DDES.

Due to the nature of this project and time constraints, IEMA performed confirmatory surveys and sampling activities in June and July 2014 before DDES's Final Status Survey submittal, but after review of field survey and laboratory data. IEMA felt confident in doing this because IEMA personnel were on site throughout the project monitoring decommissioning activities. The confirmatory surveys found the site to meet IEMA's free release criteria pursuant to 32 Ill. Adm. Code 340.Appendix A). Once the IEMA receives the Final Status Survey from DDES, they will then terminate the license.

3.0 Major Technical or Regulatory Issues

ADCO Services, Inc., 17650 Duvan Drive, Tinley Park, IL 60477 (ADCO), was a low-level radioactive waste (LLRW) broker that failed to comply with IEMA regulations and orders. Ultimately, the financial surety on record with the Illinois Emergency Management Agency (IEMA) was seized and the property is currently being decommissioned under the direction of IEMA.
