Commission (SECY) Papers
Commission (SECY) papers include responses to issues raised by the Chairman and the Commissioners, papers initiated as a result of petitions for rulemaking, and papers initiated when the staff identifies an issue or technical development that should be brought to the Commission's attention for information purposes or action. As a general policy, the U.S. Nuclear Regulatory Commission releases SECY papers to the public unless they contain specific limited types of information which warrant protection, including Classified, Safeguards, Allegation, Investigation, Security-Related, Proprietary, Privacy Act Information, Federal/State/Foreign Government and International Agency-Controlled Information, Adjudicatory, Enforcement, Lawyer-Client or Legal Work Product, and limited sensitive matters which contain a specific withhold recommendation and supporting justification. Commission Action Memoranda (COMs and COMSECYs) are written exchanges among Commissioners about agency issues or NRC staff requests for Commission guidance.
