SUBJECT:  TRANSMITTAL OF REPORTS REGARDING FOREIGN REACTOR OPERATING 
          EXPERIENCES 

The enclosed reports are provided to you for information and use in your 
reactor evaluations in light of the Three Mile Island Unit 2 accident. 
Enclosure 1 is an internal Westinghouse report which describes an incident 
involving a stuck-open power-operated relief valve that occurred at the 
Beznau Unit 1 reactor in Switzerland on August 20, 1974. This report is now 
a part of the official records of the President's Special Commission 
investigating the TMI-2 accident. Enclosure 2 is an internal NRC staff memo 
on this incident. Enclosure 3 is a report on a steam generator tube 
"rupture" incident at the Doel 2 nuclear power plant in Belgium.
