NRC ADMINISTRATIVE LETTER 94-10:  DISTRIBUTION OF NUREG-1478, "NON-POWER
REACTOR OPERATOR LICENSING EXAMINER STANDARDS"


Addressees

All holders of operator or senior operator licenses at test and research
reactors and all test and research reactor licensees.

Purpose

The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative
letter to inform all holders of operator and senior operator licenses at test
and research reactors that the NRC has issued and distributed NUREG-1478,
"Non-Power Reactor Licensing Examiner Standards."  No specific action or
written response is required.

Discussion

In 1992, the NRC staff proposed to create an examiner standard for non-power
reactor operator licensing activities.  The examiner standards in use at the
time (NUREG-1021, "Operator Licensing Examiner Standards," Revision 6)
governed the administration of operator license examinations at both power and
non-power facilities.  Although this standard (NUREG-1021, Revision 6) applied
to both power and non-power reactor operator licensing activities, the
standard primarily addressed the administration of power reactor examinations,
with non-power reactor examination requirements treated as exceptions.  By now
issuing NUREG-1478, "Non-Power Reactor Operators Licensing Examiner
Standards," the NRC seeks to ensure that the standards which apply to the
administration of non-power reactor examinations are clearly defined and
easily accessible to the non-power reactor community.

A draft of the standard was sent to the Executive Committee of the National
Organization of Test, Research and Training Reactors in November 1992 for
distribution to its members for comments.  The staff received the comments on
July 9, 1993.  After evaluating the comments and making appropriate changes,
the staff sent a copy of NUREG-1478 to all holders of operating licenses or
construction permits for test and research reactors on July 1, 1994.  A copy
is also available in the NRC Public Document Room.

In July 1994, the NRC published in the Federal Register [59 FRN 34871] a
notice informing the public of the availability of NUREG-1478.  As indicated
in the Federal Register notice, the NRC will use NUREG-1478 for all initial
and requalification examinations scheduled to be conducted after August 6,
1994.

This administrative letter requires no specific action or written response.
