Part 21 Report - 1997-420

ACCESSION #: 9706050002 Rosemount Nuclear Instruments Rosemount Nuclear Instruments, Inc. 12001 Technology Drive Eden Prairie, MN 55344 USA May 23, 1997 Tel 1 (612) 828-8252 Fax 1 (612) 828-8280 Re: Notification under 10 CFR Part 21 for Model 710DU0CL Trip Calibrator Pursuant to 10CFR Part 21 Paragraph 21.21 (b), Rosemount Nuclear Instruments, Inc. (RNII) is writing to inform you of a potential nonconformance related to certain model 710DU0CL Trip Calibrators. The circuit boards supplied to RNII and used in assembly of the trip calibrator may contain test select resistors manufactured by a non-approved supplier. The affected test select resistors are at locations R42, R45, and R47. Model 710 Trip Calibrators supply the current used to calibrate trip levels in 710 Master and Slave Trip Units. The test select resistors set the positive and negative calibration current ramp rate. The 710 Trip Calibrators passed all functional testing prior to shipment and RNII is not aware of any failures in the field due to the alternate test select resistors. 1.0 Name and address of the individual providing the information: Mark Van Sloun Vice President & General Manager Rosemount Nuclear Instruments, Inc. 12001 Technology Drive Eden Prairie, MN 55344 2.0 Identification of items supplied: Certain Model 710DU0CL Trip Calibrators identified in Attachment A. 3.0 Identification of firm supplying the item: Rosemount Nuclear Instruments, Inc. 12001 Technology Drive Eden Prairie, MN 55344 FISHER-ROSEMOUNT 10CFR21 Notification May 23, 1997 Page 2 of 3 4.0 Nature of the failure and potential safety hazard: This notification relates to Model 710DU0CL Trip Calibrators with test select resistors in locations R42, R45, and R47 manufactured by non-approved suppliers. RNII does not have sufficient information to determine the safety impact related to plant applications. Licensees must determine the impact on plant operations and plant safety and take action as deemed necessary. 5.0 Corrective action which is taken, the name of the individual or organization responsible for that action and the length of time taken to complete that action: The 710DU0CL Trip Calibrators listed in Attachment A should be returned to RNII for replacement of the non-approved test select resistors. Contact RNII Nuclear Marketing at (612) 828-8252 for return information. RNII's supplier of the subassembly for the 710DU0CL will remove all test select resistors from the assembly area so that the approved part must be requested for each subassembly from the material crib. This action will be implemented immediately. No further action related to this issue is expected. Mr. Van Sloun is responsible should any further action related to this issue be necessary. 6.0 Any advice related to the potential failure of the item: When a Readout Assembly is installed in the Trip Calibrator, the readout display locks if a trip occurs from the Master or Slave during calibration. The test select resistors set the positive and negative calibration current ramp rate and unreliable resistance values could cause a change in ramp rate. If the ramp rate of the calibration current increases to a value outside of the specification, the accuracy of the current displayed by the readout will decrease. The end user must determine the full scope of this nonconformance as it relates to plant operations and plant safety and take action as deemed necessary.
