Subject: Issuance of Regulatory Issue Summary 2002-12D


NRC Regulatory Issue Summary 2002-12D, "INDEPENDENT SPENT FUEL STORAGE
INSTALLATIONS USING DRY STORAGE - NRC THREAT ADVISORY AND PROTECTIVE
MEASURES SYSTEM," was issued on October 16, 2002.

The U.S. Nuclear Regulatory Commission (NRC) is issuing this regulatory
issue summary (RIS) to all NRC independent spent fuel storage
installations using dry storage to inform them of changes to the
descriptions of the various threat advisory conditions and provide
guidance that addressees may use in preplanning graded protective
measures to respond to changes in the threat environment. This RIS
supersedes Information Notice 98-35, "Threat Assessments and
Consideration of Heightened Physical Protection Measures" (dated
September 4, 1998).

Enclosure 2 of this RIS will not be released to the public because it
contains Safeguards Information and must be accorded the protection
required under 10 CFR 73.21. Without Enclosure 2, the document is
unclassified.

Subject: Issuance of Regulatory Issue Summary 2002-19


NRC Regulatory Issue Summary 2002-19, "NEW MODALITIES TO BE REGULATED
UNDER 10 CFR 35.1000," was issued on October 21, 2002.

The U.S. Nuclear Regulatory Commission is issuing this regulatory issue
summary to all medical licensees authorized to use byproduct material for
therapeutic administration to inform them of how three specific new
modalities will be regulated under the revised 10 CFR Part 35, "Medical
Use of Byproduct Material."
