Subject: Issuance of RIS 99-06

NRC Regulatory Issue Summary 99-06 - Voluntary Submission of Performance
Indicator Data Dated December 1, 1999

Intent

The U.S. Nuclear Regulatory Commission (NRC) is issuing this regulatory
issue summary to document the agreement between the Nuclear Energy
Institute and the NRC for power reactor licensees to voluntarily submit
to the NRC in January 2000, in electronic format, a historical report of
selected reactor facility performance attributes, i.e., performance
indicator (PI) data, for their respective reactor facilities.

Subject: DUANE ARNOLD NUCLEAR POWER STATION RESTART FROM PLANNED
         REFUELING OUTAGE


Discussion:

On December 1, 1999, at 4:54 a.m. (CST), Duane Arnold operations
personnel synchronized the main turbine generator to the grid, completing
Refueling Outage 16 (RFO-16). Major activities, in addition to refueling
the reactor, completed during this 40-day outage included: 1) noble
metals chemical addition, 2) weld overlays on the N2B and N2D reactor
recirculation riser inlet nozzle to safe-end welds; 3) overhaul of
cooling tower structural supports, and 4) replacement of all main turbine
elector- hydraulic control systems servos.

Regional Action:

Resident inspectors observed portions of plant outage and restart
activities and will continue to monitor power ascension.

Subject: Management Change at Quad Cities Nuclear Station

Discussion:

On November 30, 1999, the licensee announced the following management
changes. Mike Perito will replace Russ Freeman as the Maintenance Manager
effective December 6, 1999. Site Engineering Manager Dave Wozniak be
replaced by Deputy Site Engineering Manager, Greg Boerschig on December
8, 1999.

Mike Perito comes to Quad Cities Station directly from Carolina Power and
Light, Cape Fear Fossil station in North Carolina. Previously, Mr. Perito
worked at Boston Edison's Pilgrim station as a manager in engineering and
in operations.

Greg Boerschig was previously the Site Deputy Engineering Manager for
about 18 months before being assigned to the Site Engineering Managers
position.
