SUBJECT: STAFF REQUIREMENTS - BRIEFING ON NSIR PROGRAMS, PERFORMANCE, AND PLANS, 9:30 A.M., WEDNESDAY, MARCH 15, 2006, COMMISSIONERS’ CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the NRC staff on accomplishments and challenges in the Office of Nuclear Security and Incident Response (NSIR).

The Commission directs the staff to separate the rulemaking to specify post 9/11 security requirements for a geologic repository operations area (GROA), currently in 10 CFR 73.51, from the rulemaking to specify post 9/11 security requirements for independent spent fuel storage installations. The staff should plan to begin the GROA rulemaking in FY 2007, provide a proposed rule to the Commission by July 2007, and complete the rule in FY 2008.
