April 6, 2000

MEMORANDUM TO: William D. Travers
Executive Director for Operations
/RA/
FROM: John T. Larkins, Executive Director
Advisory Committee on Reactor Safeguards
SUBJECT: FINAL RULE: "ELIMINATION OF THE REQUIREMENT FOR NONCOMBUSTIBLE FIRE BARRIER PENETRATION SEAL MATERIALS AND OTHER MINOR CHANGES" (10 CFR PART 50)

During the 471st meeting of the Advisory Committee on Reactor Safeguards, April 5-7, 2000, the Committee considered the subject final rule. The proposed rule change was initially directed by the Commission in the Staff Requirements Memorandum dated June 30, 1998. During the 460th meeting, July 8-10, 1998, the Committee agreed with the Commission's direction as indicated in its report of July 20, 1998. Since the issuance of the report, there were no significant changes made to the proposed final rule. Therefore, the Committee decided not to review this rule and has no objection to issuing the final rule for industry use.
