Early site permit (ESP)

A permit through which the NRC resolves site safety, environmental protection, and emergency preparedness issues, in order to approve one or more proposed sites for a nuclear power facility, independent of a specific nuclear plant design or an application for a construction permit or combined license. An ESP is valid for 10 to 20 years, but can be renewed for an additional 10 to 20 years. For further detail, see Early Site Permit Applications for New Reactors.
