Combined License Application Documents for Vogtle, Units 3 and 4 Application

Reference Documents
In accordance with Title 10, Part 52, of the Code of Federal Regulations (10 CFR Part 52), "Licenses, Certifications, and Approvals for Nuclear Power Plants," a COL application may reference a standard design certification, an early site permit, both, or neither. Many COL applications have referenced an application for design certification, in accordance with 10 CFR 52.55(c). On that basis, SNC referenced Westinghouse's application to amend the AP1000 standard design certification and cited the following amended design control document (DCD) in its COL original application for Vogtle, Units 3 & 4:

- Vogtle Early Site Permit Application - Revision 4
In Submittal 2 (Revision 1 to the application) to the Vogtle, Units 3 and 4 COL application dated May 22, 2009 SNC updated the application to reflect that its application now incorporates by reference AP1000 DCD Revision 17, and the Vogtle Early Site (ESP) Application, Revision 5.
In Submittal 7 to the Vogtle, Units 3 and 4 COL application dated January 31, 2011 SNC updated the application to reflect that its application now incorporates by reference AP1000 DCD Revision 18, and the Vogtle Early Site (ESP) Application, Revision 5.
In Submittal 8 to the Vogtle, Units 3 and 4 COL application dated June 24, 2011 SNC updated the application to reflect that its application now incorporates by reference AP1000 DCD Revision 19, and the Vogtle Early Site (ESP) Application, Revision 5.
Application
The following table provides access to the COL Application that SNC submitted for Vogtle, Units 3 & 4.
Some combined license applications were submitted with hyperlinks to various reference documents. Currently, the hyperlinks in those applications are not active. These hyperlinks represent an advanced feature that could be activated when the agency upgrades to web-based ADAMS, at which point these applications and documents such as the Design Control Documents would be linked together. In the interim, and for those applications that do not have the hyperlink feature, the reference documents may be viewed under the Reference Documents section of the combined license application page. In addition, DVDs of the various documents are available by contacting the Public Document Room staff.

NRC Documents
This section lists, in chronological order, the years in which the staff of the U.S. Nuclear Regulatory Commission (NRC) sent documents to SNC in association with SNC's application to obtain a combined license (COL) for Vogtle, Units 3 & 4. You may click on a year in the list below to see a listing of the documents that were sent in that year.
In addition, in an April 28, 2009 letter, the NuStart energy Development, LLC consortium (NuStart) designated Vogtle Units 3 and 4 as the AP1000 COL reference plant. Previously Bellefonte Units 3 and 4 had been designated as the AP1000 COL reference plant. The staff does not intend to issue an SER with open items for Vogtle. However, the staff has issued an SER with open items for Bellefonte Units 3 and 4. SNC is responding to the Bellefonte SER with open items that are related to the standard content of SNC’s application for a COL for Vogtle Units 3 and 4. Therefore, the Bellefonte SER with open items found at http://www.nrc.gov/reactors/new-reactors/col/bellefonte/documents/nrc-2009.html is useful in identifying the standard content items that SNC is addressing in their new capacity as the reference COL for the AP1000 design center.
Safety Evaluations
