Commission (SECY) PapersThe following recent SECY papers are related to the new reactor licensing program. They are listed in serial order, with the most recent paper first. Links are provided where possible. Some links on this page are to documents in our Agencywide

New Reactor Licensing Fact SheetsNRC's Office of Public Affairs maintains Nuclear Power Plant Fact Sheets covering a number of topics and programs that might be of interest to stakeholders. The Fact Sheets are generally reviewed and updated annually. For details about the New Reactor Licensing process see the NUREG/BR-0298,"Nuclear Power Plant Licensing Process". New Reactor Licensing Program HistoryIn February 2001, the Commission directed the staff by SRM to assess its technical, licensing, and inspection capabilities and identify any enhancements needed to ensure that the agency is prepared to review applications for early site permits or for the construction of new nuclear power plants. On May 1, as requested, the staff provided an SRM response to the Commission with a description of its planned activities, and a schedule for fulfilling this directive. On October 20, 2001, the staff provided the Commission with the final response to the directive in SECY-01-0188, "Future Licensing and Inspection Readiness Assessment". The attachment to SECY-01-0188 contains the Future Licensing and Inspection Readiness Assessment (FLIRA) Report. Updates to the FLIRA Report have been issued in subsequent SECYs. In addition, a package of 100 documents that comprises the regulatory history of the design certification reviews for the U.S. Advanced Boiling Water Reactor Design, System 80+ Standard Plant Design, and AP600 Standard Plant Design. This history spans a 15-year time period and is unique because the NRC simultaneously developed the regulatory standards for reviewing these next-generation reactor designs and the form and content of the rules that would certify the designs. More information on the regulatory history of the design certification review can be accessed through the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML003761550. Environmental Review Guidance DocumentsNRC staff uses the October 1999 Environmental Standard Review Plan and current Environmental Guidance Regulatory Guides as guidance when completing environmental reviews. Schedule of New Reactor ApplicationsThe following charts provide information on the new reactor applications that the NRC expects to receive in the next 2 years for early site permits, design certifications, and combined licenses. The information is based solely on letters of intent submitted by licensees. The New Reactor Licensing Applications (An Estimated Schedule by Fiscal Year) is arranged by reactor design type and shows anticipated review schedules. The schedules depicted represent the nominal anticipated review durations. Actual schedules will be established when the applications are docketed. The Expected New Nuclear Power Plant Applications shows the anticipated applications and is arranged by application date. It shows the number of applications that the NRC expects to receive each calendar year. |
