Early Site Permits - Licensing Reviews

In accordance with NRC regulations (10 CFR Part 52), the NRC can issue an early site permit (ESP) for approval of one or more sites separate from an application for a construction permit or combined license. An ESP is a partial construction permit, and is therefore subject to all procedural requirements in 10 CFR Part 2 applicable to construction permits. Early site permits are good for 10 to 20 years and can be renewed for an additional 10 to 20 years. The NRC review of an early site permit application will address site safety issues, environmental protection issues, and plans for coping with emergencies, independent of the review of a specific nuclear plant design.
