Combined License Applications and Subsequent Documentation
A combined license (COL), when issued, is authorization from the NRC to
construct and, with conditions, operate a nuclear power plant at a
specific site and in accordance with laws and regulations. Prior to
issuing a COL, the NRC staff will complete safety and environmental
reviews of the combined license applications in accordance with the
Atomic Energy Act, NRC regulations, and the National Environmental
Policy Act. All stakeholders, most importantly the public, will be
given notice as to how and when they may participate in the regulatory
process including opportunities to request a hearing on issuance of the
license.
