Combined License (COL) Application Guidance

NRC staff is currently in the process of developing guidance for COL applicants. The guidance will be applicable to any anticipated COL application. NRC staff is focused on including the public in the development of this guidance.

Regulatory Guide 1.206 (RG 1.206) (previously Draft Regulatory Guide 1145)

NRC issued Regulatory Guide 1.206, “Combined License Applications for Nuclear Power Plants,” for public use in June 2007. This regulatory guide reflects major revisions to 10 CFR Part 52 and NUREG-0800 that were issued in early 2007. The staff has attempted to address the numerous comments received following the publication of the draft of this guide, Draft Regulatory Guide DG-1145, and to coordinate its content with the changes in NRC regulations and review guidance in NUREG-0800.

10 CFR Part 52

10 CFR Part 52 - Early Site Permits; Standard Design Certifications; and Combined Licenses for Nuclar Power Plants. This part governs the issuance of early site permits, standard design certifications, and combined licenses for nuclear power facilities licensed under Section 103 or 104b of the Atomic Energy Act of 1954, as amended (68 Stat. 919), and Title II of the Energy Reorganization Act of 1974 (88 Stat. 1242).

Acceptance Review Process

Staff issued NRO-REG-100, Draft Revision 1, "Acceptance Review Process for Design Certification and Combined License Applications," dated January 7, 2008, for use and comment. This office instruction provides guidance for the conduct of an acceptance review of a design certification or combined license application.

Environmental Review Process

Under the NRC regulations in 10 CFR Part 52 and in accordance with the applicable provisions of 10 CFR Part 51, which are the NRC regulations implementing the National Environmental Policy Act of 1969 (NEPA), the NRC is required to prepare an environmental impact statement (EIS) as part of its review of an early site permit (ESP) or combined license (COL) application. Currently, NRC staff estimates the environmental review process to take approximately 24 months and includes scoping, issuance of the draft EIS, a comment period, and issuance of the final EIS. NRC staff conducts its environmental reviews using NUREG-1555, Environmental Standard Review Plan (ESRP). NRC is currently looking at ways to enhance the efficiency and effectiveness of the environmental review process.
