The NRC staff is soliciting stakeholder participation to assist us in identifying enhancements to the current licensing and inspection programs for storage and transportation of spent nuclear fuel under the requirements of 10 CFR Part 71 and 10 CFR Part 72. The staff is engaged in this activity as part of the project plan for program enhancements as described in COMSECY 10-0007 (Agencywide Documents Access and Management System ML101390216). The staff will use the information obtained from this meeting to enhance storage and transportation regulations in 10 CFR Parts 71 and 72, guidance, or licensing and inspection processes.

The U.S. Nuclear Regulatory Commission (NRC) is conducting a review of the regulatory framework for spent fuel storage and transportation to identify efficiency and effectiveness enhancements to the licensing and inspection programs. This review is being conducted as part of the project plan in COMSECY-10-0007 (Agencywide Documents Access and Management System ML101390216). The staff will solicit stakeholder participation, to assist us in identifying enhancements to the current licensing and inspection programs, at the July 27, 2011 public meeting, “Meeting to Obtain Stakeholder Feedback on Program Enhancements in the Licensing and Inspection Programs for Spent Fuel Storage and Transportation Under 10 CFR Parts 71 and 72”. NRC staff will use the information obtained from this meeting, and future opportunities for stakeholder input, to inform the staff in its regulatory review.
The purpose of this issue summary is to present information on the background and current staff considerations in this area. This issue summary does not represent an official agency position or present an interpretation of the NRC requirements.

Meeting Summary:
On July 27, NMSS staff held a Category 3 public meeting in the TWO WHITE FLINT NORTH Auditorium seeking stakeholder feedback regarding the current licensing and inspection programs for storage and transportation of spent nuclear fuel under the requirements of 10 CFR Parts 71 and 72. The NRC is engaged in this activity as part of the project plan for program enhancements as described in COMSECY-10-0007.
The attendees represented NEI, utilities, vendors, C-10 Research and Education Foundation, NRC HQ, Region and others. The meeting was successful in describing the staff’s current activities and near-term plans to the stakeholders, and in obtaining stakeholder feedback on the staff’s activities and plans. The staff will use the information obtained from this meeting, and expected follow-up information that was solicited from the stakeholders, to potentially enhance storage and transportation licensing and inspection processes, guidance, and regulations in 10 CFR Parts 71 and 72.
