Overview of the Small Business Program

The Small Business Program serves the U.S Nuclear Regulatory Commission (NRC) and the community by advocating for small businesses, including those owned by the disadvantaged, women, veterans, and service-disabled veterans, as well as those located in Historically Underutilized Business Zones (HUBZones).

The Small Business Act, as amended, is the authority under which the NRC Small Business Program has been established.  The purpose of the program is to support and advocate for the Federal portfolio of small business programs.  The NRC Small Business Program formulates policies as well as designs and implements an operational program to ensure that small business interests are recognized and protected and that small businesses have maximum practicable prime and subcontract acquisition opportunities supporting the agency’s mission. To that end, the Small Business Program conducts acquisition oversight and when regulatory requirements are met, recommends small business set-asides; provides technical assistance and counsel to the business community and agency officials; and engages in business-related outreach events in support of the Congress, other Federal agencies, State and local government, and the business community.

The NRC mission is supported by contracts with all sizes and types of businesses for products and services that assist the agency in meeting its operational goals and objectives. The supporting business community includes large business, nonprofits, educational institutions and small businesses, including those small businesses owned by the: disadvantaged, women, veterans, service-disabled veterans and those located in Historically Underutilized Business Zones across the country.  The agency recognizes the importance of contract support to agency operations and mission objectives and envisions a Small Business Program that is fully integrated into agency acquisition operations.  The agency also recognizes the vital role small businesses play in the economic well-being and security of the Nation and in how small business can contribute to building and sustaining an innovative and competitive supplier base for both the Nation and for the agency.

The agency's Small Business Program also provides the following services:

  • Provide Tips for Conducting Business with NRC, as well as technical assistance through training and counseling.
  • Publish an annual Forecast of Contracting Opportunities.
  • Negotiate Goals for prime and subcontracting awards to all categories of small businesses.
  • Conduct Quarterly Business Seminars and other outreach activities for the business community.
  • Review contract requirements for Small Business Contracting Programs and other opportunities.
  • Monitor small business legislation and provide agency input, as necessary.
  • Represent the NRC by participating in procurement fairs and other business conferences, fairs, and educational forums sponsored by the Federal and local governments, Congress, and local business communities.
