Office of Information Services

Director: James Flanagan
Deputy Director: Mary Givvines

Plans, directs, and oversees the resources to ensure the delivery of information technology (IT) and information management (IM) services to support the mission, goals, and priorities of the agency. Oversees and consolidates office responses to the Commission, Office of Management and Budget (OMB), and congressional inquiries. Coordinates activities associated with NRC's participation in the Federal Chief Information Officer (CIO) Council. Coordinates and oversees the development and update of agency wide information resources management policy.

The OIS Director, as NRC's Senior Agency Official (SAO) for Privacy, has overall responsibility and accountability for ensuring NRC's implementation of information privacy protections. The OIS Director is also designated as the SAO for Records Management and is responsible for ensuring the agency's compliance with records management statutes and regulations.

IT/IM Portfolio Management and Planning Division

Director: Cynthia Rheaume
Deputy Director: Hong Le

Directs and coordinates portfolio management, governance, information and records management, financial planning, and workload management functions and services.

IT/IM Strategic Planning Branch

Chief: Man Hon Leong

Manages the strategic planning process and develops and maintains the IT/IM Strategic Plan. Identifies existing and prospective new services provided to OIS customers, assesses service delivery quality, service costs and opportunities for reducing service costs. Assesses current IT/IM management direction, defines management direction based on strategic goals and strategies, and develops a concept of operations that describes how management will support the IT/IM strategic direction. Manages the NRC's enterprise architecture (EA) program and aligns the program with Federal EA. Develops and documents NRC's enterprise IT/IM roadmap that aligns with the IT/IM Strategic Plan. Identifies opportunities and recommends approaches to reduce duplication among systems and to increase data and IT capability reuse. Coordinates and managesthe implementation of the NRC's PortfolioStat program. Manages and coordinates the annual development and quarterly updates of the OIS Performance Plan.

Investment and Program Management Branch

Chief: Menelik Yiman

Develops the NRC's IT Investment Portfolio and manages the agency's Capital Planning Investment Control (CPIC) process. Coordinates input to various external government reporting requirements for measuring the value and performance of IT investments. Coordinates and manages the implementation of the TechStat program. Develops and maintains the risk management program, including the evaluation of risk mitigation initiatives. Develops and maintains the OIS quality assurance program, including conducting quality analyses, developing quality improvement initiatives, and evaluating impact. Establishes program governance policies and structures and assigns program managers to IT/IM programs throughout the NRC.  Establishes and promulgates program management best practices, standards and procedures and ensures that these are communicated to NRC IT/IM program managers. Analyzes the impact of individual projects on the performance of the program and ensures projects maintain conformance to overall program strategies and direction.

IT/IM Policy Branch

Chief: Margie Janney

Directs, coordinates and assists in the development, review, approval, and dissemination of IT/IM policies, procedures, and management directives. Develops and maintains IT/IM policies for the use of new and emerging technologies and associated technology standards. Develops and maintains policies for application development and maintenance. Manages and implements Sensitive Unclassified Non-Safeguards Information (SUNSI) program. Manages changes to NRC information tools such as file plans and records retentions, and develops and promulgates a structured framework for classifying and organizing NRC information.

Financial Planning Branch

Chief: Eric Brusoe

Directs and coordinates IT/IM strategic and short-range budget, cost, and resource planning activities. Analyzes the workload requirements and identifies potential funding, cost and resource issues. Oversees and coordinates the annual IT/IM budget submission. Manages and coordinates budget execution reviews. Oversees and coordinates the execution of financial resources, including approvals of funds certification and requests for resource reprogramming and transfer. Manages and coordinates acquisition planning, vendor management, and licensing support. Manages and coordinates office time and labor, facility management training, and travel program and plans.

Solutions Development Division

Director: John Moses

Directs and coordinates IT solution management and innovation, application planning and testing, application development, and production integration functions and services.

Project Management Branch

Chief: Wilfred Madison

Provides support to IT/IM project managers throughout the NRC in the conduct of fixed duration projects. Provides training on the agency's IT/IM lifecycle management program and associated procedures. Works with agency IT/IM project managers to define, establish, promulgate, explain and support the use of project management standards and best practices. Coordinates with customers to identify opportunities where new and existing solutions may be used to make the customer's activities more effective and efficient. Develops approaches for implementing new technologies within the agency.

Enterprise Solutions Branch

Chief: KG Golshan

Enterprise solutions are designed and developed to meet broad-based requirements that address several, discrete business processes and are built on agency-wide platforms. The Enterprise Solution Branch uses the agency's IT/IM lifecycle management program and associated procedures to design, develop, test and transition solutions.

Identifies and defines the end-to-end scope of each project to include: approach, objectives, products, performance measures and processes. Identifies and defines the infrastructure and software needed to successfully complete projects. Defines each project's team structure, skill sets, and resource requirements. Establishes and maintains the project schedules. Identifies the specific security controls to ensure that the project's technical solution and environment complies with security requirements and controls. Develops test plans, scenarios/cases, and scripts, establishes test environments and conducts testing. Communicates and manages expectations of the customer during all stages of each project. Coordinates the distribution and installation of changes to applications.

Business Line Solutions Branch

Chief: Susan Daniel

Business line solutions are designed and developed to meet program specific requirements and are built on platforms that meet these program specific requirements.  The Business Line Solution Branch uses the agency's IT/IM lifecycle management program and associated procedures to design, develop, test and transition solutions.

Identifies and defines the end-to-end scope of each project to include:  approach, objectives, products, performance measures and processes. Identifies and defines the infrastructure and software needed to successfully complete projects. Defines each project's team structure, skill sets, and resource requirements. Establishes and maintains the project schedules. Identifies the specific security controls to ensure that the project's technical solution and environment complies with security requirements and controls. Develops test plans, scenarios/cases, and scripts, establishes test environments and conducts testing. Communicates and manages expectations of the customer during all stages of each project. Coordinates the distribution and installation of changes to applications.

Infrastructure Solutions Branch

Chief: Robert Randall

Infrastructure solutions are designed and developed to significantly upgrade, modernize, or build upon the NRC's existing IT infrastructure. The Infrastructure Solutions Branch uses the agency's IT/IM lifecycle management program and associated procedures to design, develop, test and transition solutions.

Identifies and defines the end-to-end scope of each project to include: approach, objectives, products, performance measures and processes. Identifies and defines the infrastructure and software needed to successfully complete projects. Defines each project's team structure, skill sets, and resource requirements. Establishes and maintains the project schedules. Identifies the specific security controls to ensure that the project's technical solution and environment complies with security requirements and controls. Develops test plans, scenarios/cases, and scripts, establishes test environments and conducts testing. Communicates and manages expectations of the customer during all stages of each project. Coordinates the distribution and installation of changes to applications.

Production Integration Branch

Chief: William Szyperski

Working with IT/IM project managers, coordinates the approach and plan for integration of solutions into the agency's IT/IM operating environment. Coordinates the establishment of the necessary environments to support operating agency solutions. Schedules and executes integration and release testing. Coordinates development of schedule for release of new/modified IT/IM capabilities and ensures that all relevant individuals and organizations are notified of this schedule. Ensures development of and maintains standard operating procedures (SOPs) for infrastructure or application operations support. Ensures that all release components for a solution are ready for distribution.

Infrastructure Operations Branch

Chief: Joseph Turner 

Manages and oversees day-to-day operational services for the agency’s IT infrastructure. Operates, maintains, and supports the agency’s Network Operations Center and desk side computing services. Provides desktop and laptop computer hardware and software. Provides telecommunications services, including local and long distance telephone services, voice mail services, mobile devices, and telephone handsets. Provides configuration management and monitoring of the data networks for the NRC. Operates and maintains agency e-mail, file and print, and remote access/telecommuting services. Manages the transition of new technology solutions to the production computing environment. Operates, maintains and supports collaboration services.

Applications Operations Branch

Chief: Benjamin Partlow

Manages and oversees the day-to-day information and data operations services for the agency. Oversees the operations and systems to capture, manage, and deliver electronic documents and information to stakeholders. Operates and oversees the NRC’s Document Processing Center (DPC). Receives, prepares, scans and/or images, and indexes documents. Establishes and maintains document profiles and access rights, declares documents as Official Agency Records (OARs) as required. Makes Official Agency Records available to the public. Establishes, maintains, and supports ADAMS processing assisting with document searching techniques; and identifying the need for new document templates. Provides the organizational capabilities needed for continual support and delivery of the agency’s information management needs. Reviews documents and assigns an information classification according to the taxonomy. Designs and manages information that is contained in SharePoint and the internal and external (public) websites.

Information and Data Operations Branch

Chief: Patricia Hall

Systems Engineering and Security Operations Branch

Chief: Michael Williams

Manages and oversees IT system engineering services for the agency to ensure the IT infrastructure is kept up-to-date and functioning as expected. Establishes test environments that provide the functionality to enable comprehensive testing of new IT solutions. Works to resolve problems identified during system testing. Plans, executes, assesses and reports on the evaluations of specific engineering issues, problems or solutions. Defines engineering issues that require a special evaluation, develops the related project plan, installs the necessary evaluation technical environment, executes the evaluation, assesses and reports on the results. Plans and conducts independent verification and validation (IV&V) of IT services and applications developed by NRC programs. Includes a Security Operations team to manage and oversee the day-to-day IT operational security services for the agency’s IT infrastructure. Operates, maintains and supports the agency’s Security Operations Center. Configures, monitors, and maintains IT infrastructure automated security tools to protect the agency production computing environment. Detects and analyzes emerging threats and vulnerabilities and analyzes IT security events. Ensures compliance with FISMA and coordinates with agency IT information system owners to ensure IT systems are operationally secure. Identifies, assesses mitigates, and coordinates IT security incidents. Establishes and maintains security baselines and security configurations for applications and systems. Develops, designs, implements and maintains the IT Infrastructure Operational Security Architecture.

Customer Service Division

Director: Patricia Hirsch

Directs and coordinates customer outreach, customer services, information services, information collections and quality, and FOIA/Privacy functions and services.

Customer Outreach Branch

Chief: Antony Calvo

Manages the OIS Marketing Strategy and Plan and initiates actions to improve NRC's knowledge of OIS services and their value. Develops and nurtures individual relationships with OIS customers. Works with customers to understand business needs and to identify opportunities where IT/IM may be used to make their activities more effective and efficient. Functions as the initial single point of contact for new IT/IM business requests, assists the customer to define the need, evaluates the defined customer need and works with the relevant OIS unit to develop a response. Provides liaison services between NRC office staff and OIS staff, as well as the Service Center to coordinate agency wide infrastructure software upgrades and convey IT policy-related information within their offices.

Customer Services Branch

Chief: Allen Sullivan

Manages and oversees service requests and in some cases (e.g., office moves) through coordination with another NRC unit such as Office of Administration (ADM). Utilizes and analyzes IT/IM Survey results for agency wide patterns and/or systemic problems. Evaluates request fulfillment and makes recommendations for improving request fulfillment service. Operates and maintains the customer service center (CSC) which provides a single point of contact for questions, service requests, problem reporting, and status of requests for IT/IM.  Analyzes the customer support center workload and demand for services and recommends improvements in the CSC operations and services. Develops, maintains, and publishes the OIS services catalog. In collaboration with other OIS units, develops and implements work flow processes to automatically initiate service fulfillment actions for selected services and provides self-help and other features to improve the usability of the services catalog.

Manages and coordinates OIS and CSO human resources initiatives that have an overall office impact such as representation at IT Job Fairs or partnerships with outside organizations. Manages and monitors the generation, receipt, action assignment, tracking, status reporting, and management approval of action tickets. Manages and monitors the operations of the OIS correspondence management program and establishes and maintains correspondence management operational policies and processes. Identifies and analyzes events and incidents to determine their nature, magnitude, location, and the timing. Using root cause analytical processes identifies the causal factors that resulted in the events and incidents and develops recommendations for future prevention. Prepares and submits OMB reports for information collections.

User Services Branch

Chief: Anna McGowan

Manages, maintains and monitors reference assistance with both internal and external sources of scientific and technical literature, including international materials. Collects, disseminates, manages, and preserves the scientific and technical information required by NRC staff to carry out its regulatory responsibilities.  Maintains information collections; provides user guides and aids; training; and copying services of requested information. Operates and maintains the Public Meeting Notice System program by implementing agency policy, posting notices, providing staff guidance, and database input and reporting. Operates and maintains public services in direct compliance with 10CFR.  Supports staff requests for documents and records and handles document/information queries. Assists staff for the retrieval and access to authoritative sources of information required by NRC technical and legal programs, whether in paper, micrographic, or electronic form. Acquires, provides and monitors micrographics and digitization services.

FOIA, Privacy, and Information Collections Branch

Chief: Laura Pearson

Manages and administers the agency information collection budget and requests to OMB. Develops and oversees the implementation of mechanisms to ensure agency compliance with Federal requirements for information quality. In collaboration with other OIS and NRC units, establishes and issues information quality guidelines. Develops and disseminates a process for receiving, reviewing and responding to information quality complaints and/or requests for correction of NRC information that is made public. Manages and implements NRC's FOIA/Privacy Act and the processes for appeal processing in coordination with NRC staff. Provides staff FOIA training, prepares, and submits required FOIA/Privacy Act reports to OMB. Develops and oversees the implementation of policies to ensure compliance with Federal Privacy Act to include systems of records, privacy impact assessments, training, and required reporting.
