Oversees, manages, and directs the development and implementation of policies and programs for enforcement of NRC requirements. Responsible for the development of NRC policy regarding the management of allegations from sources external to NRC. Provides oversight of the agency's allegations management programs. Oversees the NRC allegations review process and provides policy and program guidance regarding the process across agency lines of authority. Responsible for external safety culture policy matters. Responsible for communicating the policy and expectations for maintaining an Open Collaborative Work Environment and educating the staff on ways to raise different views. Oversees and manages the Differing Professional Opinion Program and the Non-Concurrence Process. Coordinates with the Office of Investigations (OI) on issues involving discrimination and wrongdoing associated with allegations from sources external to NRC.
Oversees, manages, and directs the development and implementation of policies and programs for enforcement of NRC requirements. Coordinates enforcement actions with the regions, major program offices, Office of the General Counsel, and OI.

Develops and manages those portions of the NRC enforcement program related to licensee employee protection and Alternative Dispute Resolution (ADR), including assessment of program effectiveness and implementation, reviewing enforcement cases for technical accuracy and agency wide consistency, and approving cases. Manages the agency safety culture program, office Freedom of Information Act (FOIA) requests, agency wide FOIAs as they relate to allegations, and information technology needs.
