Arthur Howell became Regional Administrator for the Region IV office of the NRC in March 2013. Region IV is headquartered in Arlington, Texas, where Howell oversees regulatory activities in Alaska, Arkansas, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Louisiana, Montana, Nebraska, North Dakota, New Mexico, Nevada, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington and Wyoming.
Howell joined the NRC in 1985 as an inspector in the Office of Inspection and Enforcement. He has held many leadership positions at the NRC, including: Deputy Director for the Division of Reactor Projects in Region IV, Director for of the Division of Reactor Safety and the Director for the Division of Nuclear Materials Safety in Region IV.
Howell served as a host country coordinator for numerous delegations from Russia, Ukraine and Armenia, and led a number of joint nuclear safety initiatives between the United States and Russia in the 1990s. He also won the Presidential Rank Award of Meritorious Executive in 2003 and 2010.
Prior to joining the NRC, Howell served in the U.S. Navy nuclear power program as a submarine officer and worked for Pacific Bell and the Impell Corporation.
He graduated from the U.S. Naval Academy at Annapolis, Md., and earned a Bachelor of Science degree. He also obtained a Master of Arts degree in National Security Studies from Georgetown University in Washington, D.C.
